If the Outlook installation type is Internet Mail, you will see Accounts... listed in the Tools menu. If the Outlook installation type is Corporate or Workgroup (used for Exchange), you will see Services listed in the Tools  menu.   Click Accounts... for POP3 or IMAP protocol mail account setup for Internet Mail installation. Click Options... to see available options for both installation types.
